Also, Talia Van Oelhoffen, who joined OSU in 2020 and started the last three years there, is entering the portal as a grad transfer with one year to play.

OSU picked up 6-9/250 Parsa Fallah from Southern Utah today.
With two years to play, the Iranian born center could be getting some good NIL money and a chance to start after averaging over 13 ppg during his redshirt sophomore year.

Great pick up for the Beavers...
SIUE transfer and All-OVC First Team selection Damarco Minor has committed to Oregon State.
The 6’0” junior guard started 33/33 games, averaging 15.5 points, 8.5 rebounds, 3.1 assists, and 1.1 steals.

Another very good pick up for the Beavers: Toledo grad transfer and CO-MAC Defensive Player of The Year Tyler Cochran.
The 6’2” guard started 26/32 games, averaging 14.4 points, 6.4 rebounds, 2.1 assists, and 1.9 steals. Cochran shot 54% from 2, and 35% from 3 (28/81).

Cochran played in 31 games at NIU in 2019-20, 12 games there in 2020-21, then 31 games at Ball St. in 2021-22, before transferring to Toledo and playing in 9 games in 2022-23 and 32 games in 2023-24. How does he still have a year to play?

Without actually looking at Cochran's bio, I would guess he took a medical redshirt year in 2022-23 and he is one of the last of the group who will get an extra year due to the pandemic.
Unless it has recently changed, the criteria for a waiver due to injury are:
1. A season ending injury.
2. The season ending injury must occur before the halfway point of the season.
3. The injured player cannot play in more than 30% of the team's games for that season.
If the team played 30 games or more during the 2022-23 season, Cochran did not exceed 30%.

Yup. Toledo played 35 games in 2022-23, but 3 were in their conference tournament, 1 was in the NIT, and 1 was an exhibition against an NAIA team, leaving exactly 30 games. And 30% of 30 is 9 games.
Cochran has played in 115 games total, one more game than Chris Austin has played in. A couple very experienced guys.
