Which is better?

The Pomeroy rankings or RealTimeRPI? Pomeroy has us at 142 currently, but RTRPI has us in the 50s.

Has Pomeroy always charged to view the rating by conference or team?

RTRPI has us beating the Zags at home this year cheers

No matter which rankings they are, they don't mean much until some more games are played.

No, in his 10th year of posting and improving he “reluctantly” decided to charge $19.95 per year.
Part of his rationale: When successful coaches go looking for insight, they are coming here, and I think that’s because kenpom.com is not a stockpile of stats, it’s a clearinghouse of information.

I believe Pomeroy is the by far the best because he is the most accurate and insightful.

I think Ken's methodology is more accurate as far as how good a team is. On the other hand I think realtimerpi is closer to what the selection committee ends up using at the end of the year so as the season rolls into the January/February timeframe realtimerpi seems to be a better measuring stick of which teams are on the bubble.

If you want to see the actual screen the committee sees when it considers a team, they're at Basketball State for every DI team. Here's Portland's from last season:
